CPS Energy seeks to procure utility scale solar energy at a competitive price and locate significant solar manufacturing in CPS Energy Service Territory that will spur the growth and development of the Solar industry in our region and add significant permanent jobs.
Minimum Requirements/Goals
- 800 new permanent jobs may include both solar jobs and clean technology jobs
- $30 million in annual payroll associated with solar related jobs
- $100 million in capital investment in the CPS service territory as a result of the solar facility (which includes an anchor facility such as Crystal Pulling, Ingot or Thin Film Module Manufacturing facility).
- Manufacturing breaking ground within 12 months of contract execution and facility operation within 36 months of contract execution.
- Annual financial commitment to San Antonio area education programs (which may be mutually agreed upon during contract negotiations).

Texas Cool Schools RFA Added 08/10/2011

The Comptroller of Public Accounts, State Energy Conservation Office (SECO) will make grant funding available to help public schools replace old, inefficient heating, ventilation and air conditioning (HVAC) systems.
Purpose of Grants: Utilities represent the third-largest spending category for Texas schools, and much of this expenditure is driven by old, inefficient equipment. The Texas Cool Schools grant program is intended to help our state’s schools lower their operating costs by purchasing new and more energy-efficient HVAC systems.
“Across the state, many public school districts are facing smaller budgets and increased operating costs,” Texas Comptroller Susan Combs said. “Energy cost is the third-largest budget category for schools, and aging heating and cooling systems are the biggest contributor to this problem. Using this money to help school districts replace old heating and cooling systems will help districts stretch their maintenance budgets during tough times, and installing energy efficient new units will reduce utility bills and ease the burden on local taxpayers for years to come.”
Budget Allocation (Amount Available to Award): Competitive grants will be awarded in amounts ranging from $100,000 to $2 million.
Eligible Entities/Who Qualifies: Texas Public Independent School Districts (ISDs).

Distributed Generation Pilot Program Added 07/13/2011
Pedernales Electric Cooperative (PEC) is considering establishing a distributed generation pilot program to study, promote and develop distributed energy resources sited within the PEC service area territory. Those energy resources may include solar, wind, fuel cell, energy storage and other distributed generation resource technologies.
PEC intends to select one or more respondents to design, finance, install and maintain distributed energy resources at one or more sites to be selected over the next six to 24 months.

The Comptroller of Public Accounts, State Energy Conservation Office (SECO) will provide grant funding to eligible Texas public independent school districts for energy efficiency upgrades or retrofits.
Purpose of Grants: To partner with Texas public school districts to provide resources to implement the use of new and emerging energy efficient technologies and products, as well as small-scale renewable energy generation in their facilities.
Budget Allocation (Amount Available to Award): $933,000 in competitive grants for the State Fiscal Year 2011 (September 1, 2010, through August 31, 2011). Contracts may extend into the State Fiscal Year 2012.
Eligible Entities/Who Qualifies: Texas public Independent School Districts (ISDs).

Coastal Fisheries Marine Field Office Seeks PV Added 05/16/2011
Location: Port O'Connor - Calhoun County
Work consists of the demolition of the existing TPWD Coastal Fisheries Regional Headquarters office and labs, a converted warehouse from the early 1960s, and replacing it with a new modern marine lab, office building and shop for the Port O'Connor Fisheries staff. The main structure will be a two-story building with approximately 7,500 square feet of interior space, plus balconies. The ground floor will be constructed of mainly reinforced CMU, the upper floor wood framing w/ fiberboard siding and a standing seam shed roof. The foundation will be elevated approximately 4 feet above surrounding grade, and consist of a structural slab on grade with driven concrete piles.
The main structure interior spaces will consist of a shop area, a marine lab, an interpretive room, lockers / storage, offices, a conference room, restrooms and a break room. The building will be constructed in a hurricane surge zone, with some ground floor hurricane blow-out walls. The project will also include associated site improvements such as parking, walkways, a large rainwater cistern, drives and native landscape planting areas. In addition, a boat storage facility will be built with a four (4) boat capacity for storage and repair.
A Pre-Proposal Conference will be held on May 20th at 1:30pm at the

Challenge to Improve Market Conditions for PV Added 04/26/2011
The Challenge is designed to drive improvements in market conditions for rooftop PV, with an emphasis on streamlined and standardized permitting processes. The proposed structure is intended to encourage participation by diverse entities and ensure meaningful results. The recipients in the Challenge are intended to be partnerships of local governments, utilities, regional transmission organizations/independent system operators, etc., across several jurisdictions. Reducing non-hardware costs and removing market barriers in major regions across the U.S. would lead to a significant increase in domestic PV sales.
There are four main action areas in the Challenge, designed so that recipients who succeed in all action areas will come out of the Challenge period with all the necessary elements in place to support a robust solar market in their region. Texas Engineering Experiment Station (TEES) needs Geothermal Heat Pump System Added 03/23/2011
Work consists of furnish and install a geothermal heat pump system for the Mission Verde Center (formerly known as James Fenimore Cooper Middle School. Demonstration Project for Concentrating Solar Tech Added 12/21/2010
The Department of Energy (DOE) intends to issue a Funding Opportunity Announcement (FOA) to facilitate the demonstration of utility-scale, Concentrating Solar Technologies, which include Concentrating Solar Power (CSP) and Concentrating Photovoltaics (CPV), within the next 30 to 60 days. The goal of the DOE Solar Energy Technologies Program (SETP) is to develop solar technologies that are competitive with conventional electricity without subsidy. The objective of the Demonstration Project for Concentrating Solar Technologies FOA is to enable advanced technologies to bridge the gap between system development and commercial deployment. This FOA would support the demonstration of CSP and CPV technology at a sufficient scale to prove their readiness for utility-scale power production. Technologies and systems that successfully complete demonstrations under this program may be better positioned to secure financing from private sources for utility scale projects.

Air Force Request for Information (RFI) re. Wind Generation Programs Added 03/08/2011
This is a Request for Information (RFI) for market research purposes. The Air Force Civil Engineering Support Agency is seeking cost and capability information from interested parties concerning the matters described below for application at bases across the Air Force.
Purpose The purpose of this Small Scale Wind Generation and Distributed Generation RFI is twofold: first to identify market viable partnership concepts, from strategies to specific projects, to create and grow long-term public-private partnerships to develop renewable energy projects on Air Force installations in the continental United States, Hawaii and Alaska; and second, to identify qualified private sector developers, utilities, and/or like development entities with an interest in developing renewable energy projects on Air Force land.
The objectives of this RFI are derived from a broad set of Air Force energy goals and operational cost savings mandates. They include, but are not limited to:
* Reduce Demand: The Air Force is committed to reducing installation energy demand. * Increase Supply: The Air Force is committed to increasing energy supplies, utilizing renewable and alternative energy where possible, to enhance energy security and to reduce greenhouse gas emissions. The Air Force goal is that 25% of all facility energy be from renewable sources by Fiscal Year 2025. * Cost Avoidance: The Air Force is mandated to reduce or eliminate operations costs for the repair, replacement, and/or investment in energy generation infrastructure. * Revenue Generation: Air Force asset management strategy seeks to optimize non-excess assets through the development of renewable energy projects, where mutually beneficial to the Air Force, external installation community, and private developers.

This RFP is seeking term sheet proposals from all interested parties who currently own, are constructing or developing, or have rights to a wind and/or solar renewable energy generating facilities. AE seeks utility scale (10MW or larger) wind and solar renewable energy resources, as defined by the Substantive Rules of the Public Utility Commission of 2
Texas (PUCT). Only qualified wind and solar renewable technologies will be deemed responsive to this RFP.

Solar Panels for Historic Dedrick-Hamilton House Added 01/19/2011
Project consists of the restoration and rehabilitation of the historic 760 Dedrick-Hamilton House and 9,385 SF of new construction and includes 4,817 SF garage partially below grade. The project includes reception areas, offices, a dance practice room, conference room, toilet rooms, and auxiliary spaces. The new construction utilizes a steel structural system for exterior walls and non load bearing metal studs for interior partitions. The floor structure of the new building is a one way suspended concrete slab. The foundation for the practice room and the garage portion of the new construction is a concrete slab on grade supported by drilled piers. The historic house will be supported be a pier and beam foundation. Exterior walls for the new building are predominately brick veneer and painted cementitious siding. The new building also includes aluminum windows, storefront and curtain wall. The roof of the new building is a low slope membrane roof and the historic house a shingle roof. The building and parking garage are sprinklered. The project includes installation of a photovoltaic system, with roof top photovoltaic panels provided by the Owner. Site work includes concrete paving, underground utilities, landscape, and irrigation.
Estimated Project Cost: $2,620,000

Biomass Sugars Added 01/07/2011
The U.S. Department of Energy requests proposals for Integrated Process Improvements for Biochemical Conversion of Biomass Sugars: From Pretreatment to Substitutes for Petroleum-based Feedstocks, Products and Fuels. Through this RFP, DOE seeks projects to develop and demonstrate integrated bench scale technology and/or process improvements, from pretreatment to substitutes for petroleum-based feedstocks, products and fuels, that better the economics and efficiency of biochemical conversion process.
$30 million expected to be available, up to 7 awards anticipated.

New Round of Funding for Biofuels Added 12/22/2010
The Department of Energy, Office of Energy Efficiency and Renewable Energy, recently announced a new $30 million round of funding for advanced biofuels, Integrated Process Improvements for Biochemical Conversion of Biomass Sugars: From Pretreatment to Substitutes for Petroleum-based Feedstocks, Products and Fuels DE-FOA-0000337. This opportunity will provide funding for small-scale process integration projects that support the development of drop-in advanced biofuels. Specifically, this FOA is requesting applications related to the following three separate topic areas:
- Topic Area 1: Process involvements to a single unit operation to be incorporated into an integrated system - Topic Area 2: Process improvements to 2 or more unit operations in an integrated system - Topic Area 3: Process improvements to 1 or more unit operations in an integrated system utilizing heterotrophic algal conversion organisms and technologies.
The FOA will support as many as five projects. The focus will be on optimizing and integrating the process steps that convert biomass into biofuels and bioproducts that will eventually be used to support hydrocarbon fuels and chemicals.
These process improvements could include pretreatment methods, less costly and more efficient enzymes that produce sugars, and fermentation organisms and catalysts that convert the sugars into fuel and chemical intermediates.
Important Considerations:
The FOA is focused on agricultural residues. However, other feedstock sources can be used if the applicant shows evidence that the feedstock will be sustainably available by 2015.
Applications that propose R&D which involves a combination of hybrid chemical and biological conversion processes are acceptable.
Applications that include thermochemical processes will be considered non-responsive and will not be considered for funding under this FOA. For example, fermentation of syngas from a gasification process will not be considered.
If a catalytic conversion process is proposed, the hydrogenation process may NOT be included in the proposed process improvements to be funded under this FOA.
Approximately $8,000,000 is expected to be available for new awards in FY 2011 and an additional $ 22,000,000 is expected to be available for awards made under this announcement in years FY 2012 through FY2014. Minimum award is $2 million and the maximum is $15 million. The cost share must be at least 20% of the total allowable costs for research and development projects. National labs (with the exception of NREL) are eligible to compete for awards.
Letter of Intent is due by January 17, 2011.
Applications must be submitted through Grants.gov by no later than 11:59pm EST on February 7, 2011.

Sustainable Communities Research Grants Added 01/07/2011
The U.S. Department of Housing and Urban Development request proposals for the Transformation Initiative: Sustainable Communities Research Grant Program. Through this RFP, HUD is primarily interested in sponsoring cutting edge research in affordable housing development and preservation; transportation-related issues; economic development and job creation; land use planning and urban design; green and sustainable energy practices; and a range of issues related to sustainability.

US Dept. of Energy Seeks Feedback re. Solar Energy Grid Integration Systems, Advanced Concepts Added 01/28/2011
The goal is to make solar energy cost compatible with grid electricity and also to enable the high penetration of solar energy without subsidy in the U.S. electricity market. The DOE $1/W Workshop held in Washington, D.C., on August 11 and 12, 2010, identified approaches to reduce the cost of installed PV systems to $1 per watt by 2017, including several major areas where significant cost reductions in power electronics can be made including: 1) economies of scale; 2) advanced components; 3) reliability; 4) smart grid integration, and 5) understanding of system implications. Through this announcement, DOE is requesting information on Solar Energy Grid Integration Systems, Advanced Concepts (SEGIS-AC) and how changes in power electronics impact the cost of the PV system as a whole.
Deadline for Comments: February 4, 2011.

US Dept. of Energy Seeks Feedback re. Balance of Systems Added 01/28/2011
The goal is to make solar energy cost compatible with grid electricity and also to enable the high penetration of solar energy without subsidy in the U.S. electricity market. The DOE $1/W Workshop held in Washington, D.C., on August 11 and 12, 2010, identified approaches to reduce the cost of installed PV systems to $1 per watt by 2017. The BOS/Installation breakout group from the $1/W workshop approached the identification of cost reduction opportunities through a framework that took into account PV market segments and value chain stages to ensure coverage of cost reduction opportunities across a broad range of system sizes and types. DOE is requesting information on building integrated photovoltaic (BIPV) concepts, roof and ground mount innovations, software design tools/innovations, and BOS transformational concepts.

Renewable Energy Demonstration Pilot Program (REDPP)
TDRA anticipates having up to $681,000 in REDPP grants available for fiscal 2011, with individual grants limited to $500,000. Priority is given to projects that use wind power or solar power to help meet energy needs for water treatment or wastewater treatment facilities.
Rural city or counties (non-entitlement) that apply for these grants must demonstrate that 51 percent or more of the residents benefitting from these projects meet low-to-moderate income limits set by the U.S. Department of Housing and Urban Development (HUD).
Deadline for applications for REDPP is Jan. 28, 2011.
Desalination Fund
TDRA anticipates having up to $3 million available for fiscal 2011 in the Desalination Fund. Individual grants will be limited to $750,000, with TDRA reserving the option to award up to $1.5 million to applicants demonstrating additional merit and need. In evaluating applications, TDRA will award additional scoring points to applicants that provide substantial matching funds.
Rural cities or counties that apply for the Desalination Fund do not have to meet the HUD low-to-moderate income limits.
Deadline for applications for the Desalination Fund was Dec. 17, 2010

Solar Energy Research Added 10/07/2010
The National Science Foundation requests proposals for the CHE-DMR-DMS Solar Energy Initiative. This initiative will support interdisciplinary efforts by groups of researchers to address the scientific challenges of highly efficient harvesting, conversion, and storage of solar energy. The intent is to encourage new collaborations in which the mathematical sciences are linked in a synergistic way with the chemical and materials sciences to develop novel, potentially transformative approaches in an area of much activity but largely incremental advances.
$12 million expected to be available, up to 10 awards anticipated.

This request is for a Corporation to assist the County in installing and implementing Energy Efficient lights, Solar Lights and wind Turbines for County Parks and Streets.
The objective in issuing this Request for Proposals is to solicit qualifications from companies that have the experience and capability in successfully installing LED Lights, Wind Turbines and Solar Street Lights including financial management assessment, completing environmental questionnaires, an energy efficiency conservation strategy as well as implementing the strategy. New 60 Member Army Reserve Center in San Marcos Added 02/04/2011
Project consists of the construction of a new 27,782 sqft training center with approximately 2,903 sqft for a vehicle maintenance shop, approximately 458 sqft of unheated storage, and approximately 730 S.Y of military equipment parking located in San Marcos. The buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, heating, ventilation, and HVAC, plumbing, mechanical systems, electrical systems, and security systems. Supporting facilities will include paving, fencing, general site improvements, parking space for privately-owned and extension of utilities and necessary permits to serve the project. The project will contain the following options: 1 wash rack; 2. Military equipment parking concrete paving; 3. Utility water distribution Loop extension; 4. Photovoltaic panels on the ARC and VMS; 5. Gravel parking expansion; 6. Wash rack recycle water system; 7. Solar hot water heating system; 8. OMAR funded included in this contract.
