The City is seeking a term contract for a Utility Scale Wind Purchase Power Agreement for approximately 200MW of wind energy to be purchased over the contract term. This is a physical product solicitation. Responders may submit responses for all or part of the total quantity, but no less than 25MW at a single delivery point. RECs are to be included, that are equal to the delivered energy quantity. Awards to selected responders will be contingent upon the final approval of City of Denton’s ‘Renewable Denton Plan’ (RDP) and its components by Denton City Council.
The City prefers to diversify its wind energy portfolio by contracting for energy from 2 or more separate points of generation (bus) within the ERCOT region. Delivery must start by January 1, 2019 but no sooner than December 1, 2018. If a proposal includes unit-contingent (variable) actual output, capacity must be included with proposal. Proposals that place City of Denton in a position of responsibility (RUC, similar or superseding protocols) for deviations in contracted/scheduled quantity to delivered, without capacity, will be subject to disqualification and rejection as non-responsive.
Successful respondents, culminating in a signed Power Purchase Agreement (PPA), will be required to develop a mutually acceptable operational agreement with DME staff. Operation agreements will cover such items as forecasting, scheduling, access to SCADA and ERCOT data and other operational requirements necessary.
